Idle gives the memory back on its own
A workspace that goes idle now returns its memory to the machine without any help, so the Free memory button is gone. Terminals and the agent pane are steadier too.

- EngineA workspace going idle hands its memory back to the machine by itself, so the next workspace to wake no longer waits for room.
- DesktopThe environment panel no longer has a Free memory button. Going idle does its job now.
Fixed
- EngineTerminals in cloud workspaces start again. They were stuck on "Starting shell…".
- DesktopOne message that can't be shown no longer takes the whole agent pane down with it.
